This program provides multifamily building owners with financial incentives, technical assistance, and low-cost financing to help make energy investments that reduce building operating costs and energy use while improving the living environment for residents.

New Construction / Gut Rehabilitation Initiative
The Program’s New Construction/Gut Rehabilitation Initiative (NCI) supports new construction and gut rehabilitation projects with grants, rebates, technical assistance, and financing to help achieve the highest energy performance possible. It provides comprehensive design and construction support for projects seeking and exceeding ENERGY STAR standards and enhanced resources for projects pursuing Passive House standards.
This initiative prioritizes support for projects seeking Low Income Housing Tax Credits from the Delaware State Housing Authority (DSHA) that will achieve ENERGY STAR certification, at a minimum, but other projects will be considered. There are limited resources for the NCI and resources may not be made available to every applicant.
New Construction / Gut Rehabilitation Initiative Flyer
The Existing Building Initiative (EBI) provides rebates, comprehensive and subsidized technical assistance, and low-cost financing to help your portfolio improve its energy performance and reduce costs for owners and residents.
Through the EBI, property owners can benefit from:
- Property Assessments, subsidized by the program, to identify energy and water savings opportunities and estimate upgrade costs.
- Rebates to offset the cost of upgrades. The deeper the energy savings, the greater the rebate.
- Upgrade Facilitation, Oversight, and Verification to make sure contractors’ efforts meet the need and that the work is performed properly.
- Low-Cost Financing to help pay for the upgrades, at favorable interest rates and terms, so you’re saving money starting on day one.

Eligibility
Eligible affordable multifamily residential properties must have five or more units. “Affordable” is defined as any property receiving assistance from a government housing program or charging rents no higher than the DSHA Payment Standards.
Owners of properties not assisted by a government program will be required to certify that rents do not exceed these limits for a majority of households in the property.
