The Delaware Sustainable Energy Utility (DESEU) is seeking sealed proposals from duly qualified and eligible entities prepared to provide lease purchase financing for the design, construction, and installation of equipment providing energy savings to Delaware State Agencies and School Districts with the Delaware Energy Performance Contracting Act Del. C. Title 29, Chapter 69, Subchapter V (the “Act”). The financing arrangement will take the form of a Master Lease Agreement on behalf of School Districts and State Agencies in the State of Delaware and the payment by the Districts and Agencies of Project Lease Payments pursuant to Project Leases between the DESEU and each District or Agency and assigned to the Lessor.

The period of the Agreement shall be for Financing Request certificates received and approved by the Lessor through July 1, 2022 or until a total of $30 million has been financed through the Agreement, whichever occurs first. The DESEU wants the ability to extend the terms of the Master Lease beyond a total of $30 million and the initial 3 year period with 2 supplemental extensions of 1 year each and/or $10 million each for a total of $50 million or 5 years if interest of the Master Lease financing option exceeds the $30 million and/or the 3 year initial term of the Master Lease.

It is the intent of the DSEU to evaluate the proposals received to determine the most cost effective and efficient financing structure to finance the proposed ECMs.
