Incentives for investments in energy-efficient equipment
The State of Delaware’s Department of Natural Resources and Environmental Control (DNREC) administers the Energy Efficiency Investment Fund (EEIF) for Businesses.
EEIF offers four rebate pathways to support non-residential facilities in replacing inefficient equipment with updated energy-efficient alternatives.
Eligibility:
EEIF is available to non-residential facilities that pay the Public Utility Tax (PUT) on their electric or natural gas bill—typically shown as a 4.25% charge. Check your utility bill to confirm eligibility.

This program provides grants to help offset the installed cost of photovoltaic, solar water heating, wind, and geothermal systems. It is available exclusively to customers of Delmarva Power, Delaware Electric Cooperative, and Delaware Municipal Electric Corporation.

In Delaware, the Renewable Portfolio Standard (RPS) requires electricity suppliers to obtain a portion of their energy from solar sources. To comply, Delmarva Power must purchase Solar Renewable Energy Credits (SRECs) annually.
What Are SRECs?
SRECs represent the renewable value of electricity generated by a solar system. One SREC is created for every megawatt-hour (1,000 kWh) of electricity produced. SRECs can be sold separately from the electricity itself, and their market value is determined by supply and demand. Electricity suppliers purchase SRECs to meet their solar RPS obligations.
Delaware SREC Procurement Program
To support RPS compliance and stabilize the SREC market, Delmarva Power—Delaware’s largest electric distribution utility—proposed the SREC Delaware Procurement Program, operated by the Delaware Sustainable Energy Utility (DESEU). Established following a 2011 legislative amendment, this program shifted the responsibility of acquiring SRECs from power providers to distribution utilities.
The program conducts at least one competitive solicitation per year, offering long-term contracts to SREC sellers. Solar systems are grouped into tiers based on size, interconnection date, and ownership. Bidders submit the price per SREC they’re willing to accept. Valid bids are ranked from lowest to highest, and contracts are awarded to the lowest bids within each tier.
Delaware Bonus Incentives
Solar systems that use Delaware-manufactured parts or Delaware labor may qualify for a 10% SREC production bonus per qualification (up to 20% total). The Delaware Public Service Commission certifies eligibility for these bonuses.
