Discover how on-site energy evaluations can help identify ways to reduce costs, improve system performance, and create a more sustainable operation, tailored specifically for Delaware’s agricultural community.

The Energize Delaware Farm Program provides a holistic approach to identifying energy savings opportunities and providing financial incentives for energy-saving equipment and renewable energy technologies for Delaware agriculture producers. The program enables participants to install equipment they might not otherwise have installed and will deliver energy savings.

Energize Delaware Farms Program (EDFP) is committed to promoting affordable, reliable, clean energy and energy efficiency initiatives to ensure a stronger agriculture sector helps agricultural producers secure low-interest loans up to $2 million and rebates up to $100,000 for implementing energy efficiency improvements.

Who Can Apply for the Program?

EDFP offers technical and financial assistance to all subsectors of agriculture, including but not limited to poultry/egg, dairies, orchards, controlled environmental agriculture, vegetables, vineyards, grain dryers, irrigation pumping plants and diesel to diesel or diesel to electric tractor replacement.

  • Variable speed drives
  • Irrigation pump replacements

What Services Are Available?

  • Enrollment and implementation assistance

  • No-cost comprehensive energy assessments, technical assistance reports, and preliminary renewable energy assessment development

  •  Assistance accessing complementary funding sources, such as federal energy efficiency programs through USDA Natural Resources Conservation Service (NRCS) Environmental Quality Incentives Program (EQIP) and Rural Development Rural Energy for America Program (REAP)

  • On-site inspection of the installed projects to ensure the equipment is working as intended

  •  Calculation and approval of eligible incentives

What Are the Program Requirements?

  • Farmers must provide 18 months of utility bills, which may include electricity, liquid propane, natural gas, or diesel fuel used to drive stationary equipment

  • An EDFP representative must be allowed access to the farm for data collection and verification of equipment installation

  • Equipment quotes and proof of the final invoice from the vendor must be submitted to determine the incentive payment

What EDFP Incentives Are Available?

  • Financial incentives of 50% of the project cost up to a cap of $100,000

     

  • Loans up to $2,000,000 with low fixed rates (3%-4%), cash flow neutral for qualified projects

     

  • New construction projects are incentivized based on 50% of the incremental cost of the project

What Is the Next Step After the Energy Assessment has Been Completed?

Summary of Opportunities – This document is sent to the farmer describing the recommended technology (s), energy savings, approximate cost, and payback in years. Producers must return a signed copy to the EDFP program manager. The summary helps remind farms of the opportunities found in the assessment report.

Summary of Approved Measures – Once the producer has returned a signed copy of the Summary of Opportunities, the farmer will be directed to submit a quote for the installed cost of the equipment/measure so that the energy savings may be calculated based on the actual cost of the equipment. A Summary of Approved Measures document is sent to the producer denoting the estimated incentive amount and authorizing the installation of the project.

Verification of Installation and Payment of Incentives – Prior to verification producers must provide a final installed invoice(s) which will be used to calculate the incentive payment. A site visit is scheduled to verify the installation and confirm that the equipment works as intended. Pictures of the equipment will be taken as part of this process. Once completed, a signed Installation Verification Form and Incentive Letter will be sent to Energize Delaware denoting the funds to be dispersed to the farmer. Energize Delaware will then send an incentive check to the producer within 60 days.
