The Delaware Energy Fund was established through House Substitute 1 to House Bill 50 sponsored by Representative Heffernan, Senator Hansen, and other representatives and senators and signed by Governor Matt Meyer on July 16, 2025.
The Delaware Energy Fund provides assistance to consumers whose household income is less than 350% of the federal poverty level and will be funded and administered by Energize Delaware, otherwise known as the Sustainable Energy Utility.

If you have utility billing questions or utility metering questions, call your energy utility. This fund cannot assist with billing and meter related questions the way your local utility can assist. If you are unsatisfied with their response, you may reach out to the Division of the Public Advocate.

Delmarva Power Single Stop – Single Stop connects you to essential support services, making it simple to access healthcare, nutritional assistance, and educational aid.
Both the Delmarva Power Customer Relief Fund and Delaware Energy Fund require customers to participate in an Energize Delaware energy efficiency program. For Delmarva Power customers, the requirement is to participate in the Energize Delaware Home Energy Checkup and Counseling (HEC2) program. You can learn more and sign up for an HEC2 visit here.
Delaware Energy Fund customers are also required to participate in an Energize Delaware energy efficiency program and may participate in the HEC2 (see above for link) or Home Performance with Energy Star® programs. There is no deadline to apply to either the Delmarva Power Customer Relief Fund or the Delaware Energy Fund. Programs will be available until funds run out.
No, customers are only eligible to participate in one program and may not participate in both programs. Eligible Delmarva Power customers will participate in the Delmarva Power Customer Relief Fund and all other utility customers may be eligible for the Delaware Energy Fund. When the Delmarva Power Customer Relief Fund has been expended, Delmarva Power customers may qualify for the Delaware Energy Fund so long as they meet program qualifications.
The Delaware Energy Fund was established this year through collaboration between Governor Meyer, legislators, utilities, community organizations, and the Delaware Sustainable Energy Utility (SEU) d.b.a. Energize Delaware. The SEU manages the Delaware Energy Fund and will administer the grants through the funds and assist customers with applying for an energy efficiency program.
